For years, the markers of gentrification in European cities were easy to spot: artisanal bakeries, specialty coffee shops, and wine bars sprouting up in once-neglected districts. But a new driver of displacement is emerging that has little to do with hipster aesthetics and everything to do with rising temperatures.
Climate gentrification describes the process by which property values in safer, cooler neighborhoods increase as wealthier residents flee the heat, flooding, and other risks of climate change, pushing out lower-income households. A study from the Barcelona Lab for Urban Environmental Justice and Sustainability (BCNUEJ) at the Universitat Autònoma de Barcelona (ICTA-UAB) has created a vulnerability index to identify which areas of the Spanish city are most at risk.
Published in the Journal of City Climate Policy and Economy, the ClimateJusticeReady project combines environmental data—such as heat exposure and access to green spaces—with social and housing indicators like building age and public facilities. The findings challenge conventional wisdom: the neighborhoods most susceptible to climate gentrification are not the dense, overheated city centers but the greener, less crowded peripheries.
Peripheries Become Prime Real Estate
In Barcelona, as in many European cities, central districts have long commanded high prices due to their proximity to transport, shops, and restaurants. But these areas are also built-up, polluted, and significantly warmer. Suburban municipalities on the urban fringe—such as Badia del Vallès, Sant Adrià del Besòs, Castelldefels, Valldoreix, and parts of Sant Boi de Llobregat and Torrelles de Llobregat—tend to be cooler, greener, and less densely populated. Until now, they have also been more affordable, having largely escaped the speculation and tourism-driven gentrification of central Barcelona.
“As climate change brings us longer and more intense heatwaves in homes that are not prepared for them, people’s priorities may change,” says Amalia Calderón Argelich, who co-led the project. “Areas where gentrification has not previously been part of the conversation may now become highly attractive from an environmental and thermal comfort perspective.”

Inequality Moves to the Suburbs
The consequences extend beyond housing costs. Municipal investments in climate adaptation—such as creating parks, restoring waterways, or improving building insulation—can themselves drive up local property values, displacing the very populations they aim to protect. The researchers warn that without proactive policies, the same inequalities seen in city centers will be reproduced in new areas.
“The problem is that this could happen in municipalities that are not prepared to manage everything it may entail in terms of social inequalities and displacement,” Calderón Argelich adds.
Climate gentrification is not a hypothetical future. In US cities like Boston and Miami, frequent flooding and sea-level rise have already pushed wealthier residents to higher ground, inflating prices in previously affordable neighborhoods. Europe is now on a similar trajectory. This summer, successive heatwaves hit Barcelona and other European cities with record-breaking temperatures. The EU’s Copernicus Climate Change Service has warned that extreme heat is no longer an isolated event but an increasingly prolonged feature of European summers.
Extreme coastal floods are also becoming more common as sea levels rise, while heavier rainfall driven by higher temperatures adds to the risks. The combination of heat stress and flood danger is reshaping where people choose to live—and who can afford to stay.
For European policymakers, the message is clear: climate adaptation must be paired with housing and social policies that prevent displacement. Otherwise, the green suburbs of tomorrow may become the exclusive enclaves of the wealthy, while the most vulnerable are left to bear the brunt of a warming continent.
