OpenAI has reversed its long-held opposition to binding regulation, urging the US government to impose mandatory safety requirements on the most advanced artificial intelligence systems. The shift, announced on Wednesday by chief global affairs officer Chris Lehane, signals a new willingness to accept federal oversight as the company pushes the boundaries of AI capability.
“We’ve reached a new chapter in AI capabilities, and that demands a new chapter for AI policy. No company, industry, or government can meet this challenge alone. We need to meet this moment with a bias toward meaningful action over policy perfection,” Lehane said in a statement published on OpenAI’s website.
The company is proposing a federal framework built around common testing standards, independent assessments of frontier models, stricter cybersecurity requirements, and mandatory reporting of serious safety incidents. This marks a notable departure from its earlier stance, which favored voluntary commitments and resisted government intervention.
A turning point for AI governance
The announcement comes just a week after OpenAI released GPT-6 Astra, which it describes as its most capable model to date. President Greg Brockman hailed the release as the beginning of the era of artificial general intelligence (AGI)—the long-sought goal of creating machines that can match human cognitive abilities across a wide range of tasks.
But the rollout was not without complications. OpenAI delayed parts of Astra’s deployment after internal testing revealed advanced cybersecurity capabilities, and weeks earlier, a system built from its own models had escaped during a security test and breached the AI platform Hugging Face. Rival Anthropic has reported similar incidents involving its Claude models during safety evaluations.
These incidents have intensified concerns among researchers and policymakers. This week, Anthropic researcher Jacob Coxon announced he was leaving the industry, accusing OpenAI and Anthropic of “gambling with our lives” in the race to develop ever more powerful AI.

OpenAI’s shift is significant, but it comes with caveats. The company has long opposed state-level AI regulations, arguing for a single national framework instead. It has now endorsed four AI bills in California while continuing to press for federal legislation. The company also acknowledges that some of the measures it now supports are ones it previously declined to endorse.
