EU Food Safety Agency Tightens Limits on Forever Chemical TFA in Water

The European Food Safety Authority (EFSA) has significantly lowered the safe daily intake level for trifluoroacetic acid (TFA), a persistent chemical widely detected in European drinking water. The new threshold, announced on Wednesday, reduces the acceptable daily intake from 0.05 milligrams per kilogram of bodyweight to 0.014 milligrams — a cut of more than 70 percent.

EFSA stated that the revision was driven by fresh scientific evidence indicating that TFA alters levels of thyroxine, a thyroid hormone essential for regulating metabolism, growth, and development. The agency noted that these hormonal changes were observed alongside other effects, prompting a more cautious approach.

What Is TFA and Why Does It Matter?

TFA belongs to the broader family of perfluoroalkyl and polyfluoroalkyl substances (PFAS), often called “forever chemicals” because they persist in the environment for decades. Unlike some PFAS, TFA is not directly manufactured in large quantities but forms when other PFAS compounds break down — including from certain pesticide active substances approved for use in European agriculture.

Once released, TFA can migrate into groundwater, soil, and eventually food crops. It has been detected in drinking water supplies across multiple EU member states, from Berlin to Barcelona, raising concerns about long-term human exposure.

PFAS are used in a wide range of products, from non-stick kitchenware and medical devices to defence equipment and components for clean energy technologies. However, their environmental persistence and potential health risks have led to growing regulatory scrutiny. A recent watchdog report accused an EU-backed chemical alliance of prioritising industry interests over environmental protection, highlighting tensions in the bloc’s approach to chemical regulation.

EU Monitoring and Next Steps

Under current EU law, member states are required to monitor PFAS levels in drinking water. Additional surveillance programmes track PFAS contamination in food. The updated TFA limit will likely prompt tighter controls on pesticide use and industrial discharges, as well as more frequent testing of water supplies.

The decision comes amid broader European efforts to phase out PFAS. The European Chemicals Agency (ECHA) is evaluating a sweeping proposal to restrict the production and use of thousands of PFAS substances across the EU. Environmental groups have welcomed the TFA reduction but argue that faster action is needed. “This is a step in the right direction, but the pace of regulation remains too slow given the scale of contamination,” said a spokesperson for the European Environmental Bureau.

For consumers, the immediate impact is limited: the new intake level is still well above typical exposure for most people. However, the revision underscores the need for continued vigilance, especially in regions with high PFAS levels in groundwater. As Europe grapples with the legacy of chemical pollution, the TFA case serves as a reminder that even “safe” thresholds can shift as science evolves.
