The European Council convenes in Brussels today, with the war in Ukraine and competition from China dominating the agenda. Ukrainian President Volodymyr Zelenskyy, fresh from the G7 summit in Évian-les-Bains, will join the 27 EU leaders to press his case for a fast-tracked membership process.

Zelenskyy's presence underscores Kyiv's urgency to secure concrete commitments from the bloc, even as the EU grapples with internal divisions over enlargement. The debate will also address the possibility of engaging diplomatically with Russia to achieve a sustainable peace in Ukraine, a topic that has gained traction in Brussels despite Moscow's continued maximalist demands.

Diplomatic Channels Open

EU Council President António Costa has initiated preliminary contacts with Russia, an EU official confirmed this week. The official described these as "brief contacts" at a diplomatic level, aimed at opening communication channels, but stressed that "nothing was discussed on substance." Costa's name has been floated as a potential special envoy for Ukraine peace negotiations, a role that would require delicate balancing between EU unity and direct engagement with Moscow.

The summit comes amid a recent escalation in Russian drone attacks on Ukrainian cities, including Kyiv and Mykolaiv, which have sparked major fires and civilian casualties. This backdrop reinforces the urgency of both military support and diplomatic efforts.

EU leaders are expected to discuss a new package of sanctions against Russia, targeting sectors such as energy and finance, while also addressing the issue of unfair Chinese competition in European markets. The bloc's trade deficit with China has widened, and several member states, particularly in Central and Eastern Europe, have called for stronger measures to protect domestic industries.

Zelenskyy's membership bid faces significant hurdles. While the European Commission has recommended opening accession negotiations, several member states, including Hungary and Slovakia, have expressed reservations. The summit will also consider the broader geopolitical implications of Ukraine's potential membership, including its impact on EU-Russia relations and the security architecture of Eastern Europe.

In parallel, the EU is exploring a peace framework that could involve a ceasefire, territorial compromises, and security guarantees for Ukraine. However, Moscow's insistence on recognizing its annexation of four Ukrainian regions and its demand for Ukraine's demilitarization remain major obstacles. EU officials acknowledge that any peace deal would require significant concessions from both sides, but they see diplomatic engagement as a necessary step to de-escalate the conflict.

The summit also touches on other pressing issues, including the energy crisis and inflation, which have strained household budgets across the continent. The Bank of Russia's decision to hold interest rates near 14% reflects the war's economic toll, while European central banks grapple with similar pressures.

As the meeting unfolds, the EU's ability to maintain unity on Ukraine will be tested. The bloc's response to the war has been remarkably cohesive so far, but diverging national interests and domestic political pressures could fray that consensus. For now, the focus remains on supporting Ukraine's sovereignty while exploring every avenue for peace.
