France Detains Tanker Linked to Iranian Network Moving Russian Oil

French authorities have detained an oil tanker suspected of operating as part of Russia's so-called "shadow fleet," the latest in a series of interdictions aimed at curbing sanctions evasion. The vessel, the Tagor, was intercepted in international waters off the coast of Brittany on Sunday with support from the United Kingdom, the Élysée Palace confirmed. It arrived under escort in the Bay of Douarnenez in western France on Tuesday.

French officials stated that the tanker had departed from the Russian Arctic port of Murmansk and was sailing under a false Cameroonian flag. The ship's Russian captain initially refused orders to stop, prompting a boarding operation by a French helicopter. The Kremlin has described the action as an act of "international piracy."

Iranian Network at the Center

The Tagor has drawn particular scrutiny because databases link it to the broader shipping network of Mohammad Hossein Shamkhani, an Iranian oil trader and son of former Iranian national security chief Ali Shamkhani. Shamkhani has built a vast network of shipping and logistics companies operating primarily from the United Arab Emirates. In July 2025, the European Union sanctioned Shamkhani and several entities tied to his business empire, including Admiral Group and Milavous Group, describing him as a central figure in Russia's shadow fleet. The EU said his network had become a key facilitator of Russian crude oil exports, generating significant revenues for Moscow's energy sector.

The United States subsequently expanded sanctions against what it called Shamkhani's "vast shipping empire," targeting more than 100 entities, individuals, and vessels. U.S. authorities allege the structure has generated billions of dollars through the transportation and sale of Russian and Iranian oil. French authorities have not publicly claimed that Shamkhani directly owns the Tagor.

France's Intensified Enforcement

This is the fourth tanker linked to Russia's shadow fleet detained by France since September 2024. Earlier, French authorities seized the tankers Deyna and Grinch in the Mediterranean on similar grounds; both were later released after paying fines. In a separate case, a French court sentenced the Chinese captain of the tanker Boracay in absentia to one year in prison and imposed a €150,000 fine for failing to comply with orders to stop off the Brittany coast.

Shadow fleet vessels are typically characterized by opaque ownership structures, frequent changes of flag registration, ship-to-ship cargo transfers, and limited insurance coverage. Western governments say this network has become a critical tool for exporting Russian oil despite international restrictions. Flying a false or invalid flag is considered a serious maritime violation and is commonly associated with sanctions evasion.

According to French authorities, the Tagor was bound for the port of Limbe in Cameroon when it was stopped. The French government announced in April that it would strengthen penalties for vessels operating without valid flag registrations or refusing maritime inspections, reflecting growing European concern over sanctions evasion and maritime safety risks. This operation is part of a broader European effort to tighten the noose on Russia's war financing, as seen in related actions like the French Navy intercepts Russia-linked tanker in Atlantic operation.

The detention also underscores the interconnected nature of sanctions enforcement across the continent. While France leads this particular operation, the UK provided support, and the EU's sanctions framework underpins the legal basis for such actions. The case highlights how European states are coordinating to disrupt the financial networks that sustain Russia's invasion of Ukraine, a theme echoed in other recent developments such as US strikes on Iranian military sites, which also target Iranian-linked networks.
