The International Olympic Committee (IOC) announced on Tuesday that it has provisionally lifted the suspension of the Russian Olympic Committee (ROC), a decision that could allow Russian athletes to compete under their national flag at future Olympic Games, including the 2028 Los Angeles Games.

The suspension, imposed in 2023 following Russia's full-scale invasion of Ukraine, had barred the ROC from participating in Olympic activities. In a statement, the IOC said that after a "thorough analysis", it determined the ban was "no longer applicable". However, the governing body stressed that it has not altered its stance on the war and continues to "strongly" condemn Moscow's aggression, which began in February 2022.

Under the provisional lifting, Russian athletes seeking to return to international competition must meet "relevant anti-doping requirements". The IOC has yet to decide whether Russia can display its flag, colors, or play its anthem at the Olympics. It also confirmed it will not organize events in Russia or invite Russian officials to its events.

Neutral Athletes and Political Reactions

Some Russian and Belarusian athletes competed as neutrals at the 2024 Summer Games in Paris and the 2026 Milano Cortina Winter Games. The new decision marks a shift toward reintegration, though conditions remain.

Russian Sports Minister Mikhail Degtyarev welcomed the move on Telegram, calling it a "clear signal – the Olympic movement must remain free from politics." The statement comes amid ongoing tensions, including recent Ukrainian air defense failures and a deadly Russian missile barrage in Kyiv.

Ukrainian President Volodymyr Zelenskyy, who arrived in Turkey for the 2026 NATO summit, met with NATO Secretary General Mark Rutte. The summit underscores Ukraine's push for NATO support and EU membership amid renewed attacks.

The IOC's decision has drawn criticism from some European quarters, given the ongoing war. The European Union has imposed sanctions on Russian scientists over the Navalny poisoning, and the UK has targeted Russian labs for chemical weapons use. The IOC's move may be seen as a step toward normalizing Russia's presence in global sports, despite the conflict.

As the 2028 Los Angeles Games approach, the IOC will face continued pressure to balance sporting inclusivity with geopolitical realities. The provisional nature of the lifting leaves room for further adjustments based on developments in Ukraine and Russia's compliance with international norms.
