Portuguese Police Arrest Five in Probe of Socialist Party Corruption Network

Portuguese authorities have arrested five people and named 37 suspects in a sweeping corruption investigation targeting an alleged network operating within the Socialist Party (PS) at the local government level. The operation, led by the Judicial Police's National Anti-Corruption Unit, involved 60 residential and 32 non-residential search warrants across Lisbon, Mafra, Oeiras, and Coimbra.

According to a police statement, the investigation focuses on crimes of malfeasance and economic participation in business related to the awarding of contracts by municipal and parish councils. The statement said the contracts were awarded through direct award procedures or prior consultation processes, "in clear violation of applicable legal norms and with evident harm to the public treasury."

Network Centered on Santa Maria Maior Parish Council

Reports from CNN Portugal, which first broke the story, indicate that the investigation centers on the Santa Maria Maior parish council in Lisbon, formerly led by Miguel Coelho, a key target of the operation. Coelho is alleged to have recruited a network of nine former PS candidates in Mafra, led by Sérgio Santos, which then contracted 19 companies linked to socialist activists.

The contracts, totaling more than €800,000 between 2016 and 2022, were awarded through direct negotiations, bypassing competitive bidding processes. Among the beneficiaries is the wife of Duarte Moral, a former advisor to ex-Prime Minister António Costa. Duarte Moral himself was among those arrested.

The searches extended to the Socialist Party headquarters in Lisbon, underscoring the scope of the investigation. Those arrested are expected to appear before the Central Criminal Investigation Court in Lisbon for initial questioning.
