A Ukrainian drone strike ignited a fire at an oil refinery in Moscow's Kapotnya district on Tuesday, an operation President Volodymyr Zelensky described as a direct response to Russia's escalating aerial bombardments. The attack, which caused no reported casualties, marks one of the most significant Ukrainian strikes on Russian soil this year.

Moscow Mayor Sergey Sobyanin confirmed the incident on the state-run Maks platform, stating that "one of the drones damaged a Moscow oil refinery facility" and that no injuries were recorded. He added that Russian air defenses intercepted 60 drones targeting the capital on Tuesday alone, a barrage the TASS state news agency called one of the largest aimed at Moscow in 2025. Local authorities closed roads around the refinery following the strike.

President Zelensky took responsibility for the operation, posting footage on social media that appeared to show a drone flying over residential buildings before striking an industrial site near a red-and-white chimney. "This time, the Moscow region felt the reach of Ukraine's long-range capabilities. An oil refinery was hit at a distance of 500 kilometres," he wrote. "This is a just response to Russian strikes — and to the dragging out of a war that must be ended."

Retaliation for a Damaged Monastery

The drone strike came a day after Russia launched more than 600 drones and 70 missiles across Ukraine, killing at least 11 people and damaging the historic Pechersk Lavra monastery in Kyiv. The UNESCO World Heritage Site, a cornerstone of Orthodox Christian heritage, suffered damage to the roof and dome of its Dormition Cathedral. Zelensky called the attack "one of Russia's most serious crimes against Christian culture to date." Ukrainian security services found remnants of at least two Geran-2 drones at the complex. Russia denied responsibility, blaming a US-made Patriot missile, but offered no evidence to support the claim.

The exchange of long-range strikes underscores the intensifying nature of the conflict, with both sides targeting critical infrastructure and cultural landmarks. Ukraine's ability to hit a facility 500 kilometres inside Russia signals a growing capability that could reshape the strategic calculus in the region. The attack on the Moscow refinery follows a pattern of Ukrainian strikes on Russian energy sites, as seen in recent operations linked to Zelensky's engagements with G7 leaders in Évian.

European observers have noted the broader implications of such strikes, particularly as EU accession talks with Kyiv advance. The conflict's toll on cultural heritage has drawn condemnation from UNESCO and European cultural institutions, echoing concerns raised after Russian missiles set a historic Kyiv cathedral ablaze earlier this year.

The drone barrage on Moscow also highlights the evolving nature of aerial warfare in Europe, with both sides deploying swarms of unmanned systems. While Russia has focused on mass drone and missile attacks against Ukrainian cities, Ukraine has increasingly targeted Russian oil infrastructure, aiming to disrupt the Kremlin's war economy.
