In the western Ukrainian city of Uzhhorod, Azerbaijan and Ukraine have formalised a significant expansion of their economic and energy cooperation, concluding the 14th session of their Joint Intergovernmental Commission. This marked the first time the commission has met on Ukrainian soil since Russia's full-scale invasion began.

Co-chaired by Azerbaijan's Energy Minister Parviz Shahbazov and Ukraine's First Deputy Prime Minister and Energy Minister Denys Shmyhal, the delegations signed a protocol and adopted a comprehensive action plan for 2026-2027. The agreements span 14 sectors, with a strong emphasis on energy infrastructure resilience and cross-border trade amid wartime logistical challenges.

Shahbazov confirmed on X that the two sides discussed "prospects for further strengthening cooperation in trade-economic, investment, energy, transport, technology and innovation," noting the action plan will guide the period ahead.

Grid defence and emergency energy assistance

A central focus of the summit was protecting and stabilising Ukraine's national energy grid ahead of winter. Shmyhal and Shahbazov toured a western Ukrainian energy facility to inspect "second-level protection" systems designed to defend critical infrastructure against Russian attacks.

During the visit, officials confirmed the delivery of Azerbaijan's latest emergency equipment shipment, valued at $1.47 million (€1.32 million). This includes nine industrial transformers, 186 kilometres of high-voltage cables, generators, and 12 kV electrical distribution gear for rapid grid repairs.

"We express our gratitude to Azerbaijan for its constant and substantial assistance in recovery efforts following Russian strikes," Shmyhal stated on X. "We are particularly grateful for transformers, generators, and everything else energy workers need."

This package brings Baku's total humanitarian, rehabilitation, and reconstruction assistance to Ukraine to $52 million (€47 million) since the war began. Beyond emergency aid, the two nations are aligning long-term energy transit routes to ensure uninterrupted cross-border trade.

At the accompanying Azerbaijan-Ukraine Business Forum, discussions turned to structural integration and joint use of regional infrastructure. Ukraine pushed for coordinated use of the Trans-Balkan route alongside its underground gas storage facilities and oil pipeline networks. Both delegations also reviewed strategies for the Caspian-Black Sea-Europe Green Energy Corridor.

Expanding these transit routes helps both states maintain reliable energy supplies while offering alternative logistics for European markets facing restricted supply chains. This comes as Europe's fractured voice on Ukraine peace talks continues to draw criticism.

Bilateral trade growth and industrial localisation

Despite severe logistical constraints, economic activity between Baku and Kyiv remains robust. Official data shows bilateral trade turnover increased by 10.5% in the first eight months of 2026, driven by a 17% rise in Azerbaijani exports to Ukraine. Total mutual investments reached $513.5 million (€460 million).

Both governments are pivoting toward industrial localisation and technological partnerships to rebuild Ukraine's heavy industrial base. "Ukraine is interested in joint production, localisation in Ukraine, and technological partnerships," Shmyhal noted on X, inviting Azerbaijani firms to invest in distributed energy projects and logistics.

In response, Azerbaijan pitched the Alat Free Economic Zone as a tax-free logistics hub for joint enterprise-level collaboration. This aligns with broader efforts to strengthen Eastern security in Ukraine talks, as Poland has urged Europe not to sideline the region.

The agreements also complement Ukraine's wider efforts to rebuild its power grid, including seeking Latin American aid for the battered infrastructure. Azerbaijan's role as a reliable energy partner is increasingly vital for Ukraine's resilience and for European energy diversification.
