France and Allies Intercept Suspected Russian Shadow Fleet Tanker in Atlantic

French President Emmanuel Macron announced on Monday that France, together with the United Kingdom and other partners, detained a sanctioned Russian oil tanker in the Atlantic Ocean over the weekend. The vessel, identified as the Tagor, was intercepted on Sunday morning in international waters, marking the latest in a series of actions against Russia's so-called shadow fleet.

“It is unacceptable for ships to circumvent international sanctions, violate the law of the sea, and fund the war that Russia has been waging against Ukraine for more than four years,” Macron wrote in a social media post. The operation underscores the European Union's ongoing efforts to enforce sanctions imposed after Moscow's full-scale invasion of Ukraine in 2022.

Escalating Interceptions in European Waters

Since September, French authorities have boarded three other vessels suspected of belonging to Russia's shadow fleet. In October 2024, French forces seized the Benin-flagged tanker Boracay off the Atlantic coast. Macron later revealed that an investigation had been opened to determine whether the Boracay was used as a launchpad for a drone incursion into Danish airspace, an incident that forced the temporary closure of Danish airports.

On 1 March 2025, French Navy helicopters, supporting Belgian armed forces, boarded the Ethera tanker in the North Sea. That vessel was flying the flag of Guinea. Just weeks later, on 20 March, the French Navy intercepted the Deyna in the Mediterranean Sea. According to French maritime authorities, the Deyna was suspected of operating under a false flag designation, flying the flag of Mozambique.

These interceptions are part of a broader European strategy to disrupt the shadow fleet, which Russia has reportedly built up using old oil tankers with opaque ownership structures. The fleet is designed to evade sanctions imposed by the EU, the United States, and the G7 nations.

Shadow Fleet Tactics and Risks

The shadow fleet vessels frequently change the flags they fly—a practice known as flag-hopping—or use invalid registrations to avoid tracking. Many are poorly maintained and lack verifiable insurance. Some have been found carrying grain stolen from Ukrainian territories. The age and uncertain insurance coverage of these ships also raise significant environmental concerns, as accidents could lead to oil spills in European waters.

Russia's use of such vessels has drawn condemnation from European leaders, who view them as a direct challenge to the international sanctions regime. The EU has repeatedly called for stronger enforcement measures, including enhanced maritime surveillance and cooperation among member states.

In a related development, Ukraine has continued to strike Russian oil infrastructure, including a recent attack on a major refinery hub, as part of its broader military campaign. Meanwhile, incidents like the suspected sabotage of the German Navy highlight the growing security threats across the continent.

The detention of the Tagor is a clear signal that European nations are committed to closing loopholes that allow Russia to fund its war effort. As Macron emphasized, the fight against sanctions evasion is not just about maritime law but about upholding the principles of international order.
