Scotland has become the first part of the UK to formally pause approvals for new hyperscale AI data centres, as lawmakers seek to balance the economic promise of artificial intelligence with its heavy environmental footprint. The Scottish Parliament voted on Wednesday to halt planning and consenting decisions on such facilities until the government publishes national guidance, expected within 12 months.
Hyperscale data centres are among the largest computing facilities in the world, often requiring tens of megawatts of electricity or more to run the servers that train and operate AI systems. The pause is not a permanent ban, but it marks a significant regulatory intervention at a time when tech companies are racing to build infrastructure across Europe.
Surge in proposals triggers scrutiny
Scotland has seen a wave of proposed data centre projects linked to the global AI boom. More than 20 large facilities have been proposed, including a development in Fife, in the east of the country, that has been described as potentially the second largest in the world. The sheer scale of these projects has raised questions about whether Scotland's energy grid can cope with the surging demand, and about the impact on carbon emissions and local communities.
The Scottish government has separately introduced mandatory environmental impact assessments for all new data centres with a power capacity above 50 megawatts. That threshold captures most hyperscale developments, which typically exceed it by a wide margin.
The vote follows months of pressure from campaigners and residents who argue that the current planning system is ill-equipped to handle the unique demands of AI infrastructure. Hundreds of people protested outside the Scottish Parliament earlier this month, calling for a pause until the government defines what should count as a “green” data centre and sets out clear national standards.
Kat Jones, director of the environmental group Action to Protect Rural Scotland, called the vote a “landmark day” for communities worried about projects in their areas. “There’s much still to be done, but this is a huge step forward,” she told the Guardian.
Daniel Johnson, economy spokesperson for the Scottish Labour Party, said the economic potential of the AI boom needed to be weighed against its environmental and social costs. “We cannot simply let the market decide where these facilities go,” he said. “We need a framework that protects our energy security and our natural heritage.”
The pause is part of a broader debate across Europe about how to manage the rapid expansion of AI infrastructure. In Ireland, for example, data centres already consume a significant share of national electricity, prompting similar concerns. The European Union has also been examining the energy and water use of data centres as part of its digital and climate strategies.
Scotland's move is likely to be watched closely by other governments, particularly those with ambitious climate targets. The Scottish government has committed to reaching net-zero emissions by 2045, and the energy demands of AI could complicate that goal if left unchecked.
For now, the pause gives Scotland time to develop a coherent planning framework. The government has been asked to report on the progress of the national guidance by the end of 2026, with the full guidance due within 12 months. Until then, no new hyperscale data centre applications will be approved.
The decision reflects a wider challenge facing governments as technology companies invest heavily in the physical infrastructure needed for AI. While the economic benefits are clear, the environmental costs are becoming harder to ignore. Scotland's approach may offer a template for other European nations grappling with the same dilemma.
