As high-stakes negotiations between the European Union and the United States approach a critical juncture in Strasbourg, a senior Member of the European Parliament has warned that failure to finalise a trade agreement could unleash a “perfect storm” for European industry and employment.

Željana Zovko, a Croatian MEP from the centre-right European People’s Party, told reporters that the combination of deep ideological divisions in Washington and the EU’s own intricate decision-making processes risked derailing the talks. “I am not so confident this morning,” she admitted, pointing to the political headwinds on both sides of the Atlantic.

The negotiations, which are taking place at the European Parliament in Strasbourg, come as US President Donald Trump’s tariff deadline looms. The White House has threatened to impose steep duties on European goods unless a comprehensive trade pact is reached, a move that would hit key sectors from German automotive manufacturing to French luxury goods and Italian agriculture.

Zovko emphasised that the stakes extend far beyond trade balances. “This is about our industry, our jobs, and the future of the European project,” she said. “If we cannot find common ground, we risk a perfect storm that will affect every member state.”

Ideological Clashes and Procedural Hurdles

The MEP identified two main obstacles. On the US side, she cited “ideological fights” within the Trump administration and Congress, where factions disagree over the terms of engagement with Europe. On the EU side, she noted the “complex process procedures” required to secure approval from all twenty-seven member states, as well as the European Parliament itself.

“Brussels and Washington are at odds over fundamental issues,” Zovko said, referencing ongoing disputes over digital taxation, agricultural standards, and public procurement. “We have a very short window to bridge these gaps.”

The warning echoes concerns raised by other European leaders. Finland’s Trade Minister recently urged both sides to approach the talks with mutual respect, while EU officials have been preparing defensive measures in case the negotiations collapse. The European Commission has already drawn up contingency plans, including potential retaliatory tariffs on US goods.

Zovko’s comments also come against the backdrop of a broader trade confrontation with China. The EU is simultaneously weighing tariffs and new supplier rules to protect its industries from Chinese overcapacity, particularly in green technology and electric vehicles. “We cannot afford to fight on two fronts,” she cautioned.

The Strasbourg talks are widely seen as the last chance to reach a deal before Trump’s deadline. If no agreement is announced, the US is expected to impose tariffs on a wide range of European exports, including cars, machinery, and pharmaceuticals. Such a move would disrupt supply chains and raise costs for consumers on both sides of the Atlantic.

Zovko called on EU negotiators to remain united and pragmatic. “We must not let procedural complexity become an excuse for inaction,” she said. “The European Union has shown time and again that it can act decisively when its interests are at stake.”

The outcome of tonight’s talks will be closely watched in capitals from Berlin to Paris, and from Warsaw to Madrid. For now, the mood in Strasbourg remains cautious, with Zovko’s lack of confidence reflecting a broader anxiety among European policymakers.
