Ukrainian President Volodymyr Zelenskyy has pledged to stand by Romania in the wake of a Russian drone attack that hit a residential building in the city of Galați, near the Danube delta. Speaking after the incident, Zelenskyy vowed to provide Romania with whatever assistance it requires, underscoring the growing spillover of Russia’s war into neighbouring NATO territory.

The strike, which occurred on the night of 4 September, damaged an apartment block and sparked a fire, though no casualties were reported. It marked the first time a Russian drone has struck a residential structure inside a NATO member state, raising alarm across the alliance. Romanian authorities confirmed the debris was from a Russian Shahed-type drone, similar to those used extensively against Ukrainian infrastructure.

Zelenskyy’s Call for Stronger EU Action

In his nightly address on 5 September, Zelenskyy directly linked the attack to the need for a more robust European response. “We must ensure that Russia’s war is not dragged out or expanded,” he said. “The European Union must increase sanctions pressure so that Moscow understands the cost of its aggression.” He argued that the strike on Galați demonstrated that the conflict can no longer be contained within Ukraine’s borders.

The Ukrainian leader also emphasised that supporting Romania is not merely a bilateral gesture but a matter of collective European security. “If Russia can hit a residential building in a NATO country, it can hit any city in Europe,” he warned. His remarks come as NATO has already reaffirmed its commitment to defend Romania, with Secretary General Jens Stoltenberg calling the incident “a dangerous escalation.”

Romania’s Response and Regional Implications

Romanian President Klaus Iohannis convened an emergency meeting of the Supreme Council of National Defence following the strike. The government in Bucharest has since increased aerial surveillance along its border with Ukraine and deployed additional air defence units to the region. Galați, a port city on the Danube, lies roughly 20 kilometres from the Ukrainian border and has been on edge since fragments of Russian drones were first found on Romanian soil in July.

The incident has also reignited debates within the EU about the pace and scope of sanctions. Some member states, particularly those in Central and Eastern Europe, have pushed for tighter restrictions on Russian energy exports and technology transfers. Others, however, remain cautious about the economic fallout. Estonian Prime Minister Kaja Kallas has argued that the EU cannot act as a neutral mediator in any future talks with Moscow, a position that now gains additional weight after the Galați attack.

For Ukraine, the strike underscores the urgency of securing more advanced air defence systems from its allies. Zelenskyy has repeatedly requested Western fighter jets and long-range missiles to strike Russian launch sites. Sweden’s recent pledge to donate 16 Gripen jets offers some relief, but Kyiv insists that much more is needed to protect both its own cities and those of its neighbours.

The broader European context is one of heightened vigilance. From Warsaw to Bucharest, governments are reinforcing their eastern flanks. The attack on Galați serves as a stark reminder that the war in Ukraine is not a distant conflict but one that can reach the heart of the continent. As Zelenskyy put it, “Romania is not alone. Ukraine will do everything to help.”
