EU Prepares Defensive Measures as Trade War with China Escalates

As tensions between Brussels and Beijing escalate, the European Union is scrambling to fortify its economic defences against a looming trade war. The prospect of increased tariffs and supply chain disruptions has prompted EU officials to explore a range of countermeasures, from retaliatory duties to tighter export controls on sensitive technologies.

Brussels Weighs Strategic Autonomy

The European Commission is reportedly drafting a package of tools designed to shield European industries from Chinese trade practices. These include anti-coercion instruments, expanded screening of foreign investments, and stricter rules on state subsidies. The goal is to reduce the bloc's reliance on Chinese imports in critical sectors such as rare earths, batteries, and solar panels.

"We cannot afford to be vulnerable in strategic areas," said a senior EU trade official speaking on condition of anonymity. "The era of naive globalisation is over. Europe must learn to defend its interests without sacrificing its openness."

The move comes as China has increasingly used economic leverage to advance its geopolitical aims, from restricting exports of key minerals to imposing tariffs on European agricultural products. A recent study found that coal pollution dims solar output across Europe and beyond, highlighting the continent's energy vulnerabilities.

Industry Reactions and Divisions

European business groups have reacted with caution. While many support the principle of strategic autonomy, they warn that hasty measures could backfire. "Tariffs are a double-edged sword," said Markus Kerber, head of the Federation of German Industries (BDI). "They may protect some sectors but raise costs for others, especially our export-oriented manufacturers."

France has been among the most vocal advocates for a tougher stance, with President Emmanuel Macron pushing for a "European preference" in public procurement. Germany, by contrast, has urged restraint, fearing that a full-blown trade war could hit its automotive and machinery exports hard. The divide reflects broader tensions within the EU over how to balance economic security with free trade.

Meanwhile, Greek stocks have outperformed the Nasdaq 100 over five years, a sign that European markets are not uniformly dependent on Chinese demand.

Beyond Tariffs: A Broader Strategy

The EU's response is not limited to trade barriers. Brussels is also accelerating efforts to boost domestic production of critical technologies, from semiconductors to electric vehicle batteries. The European Chips Act, already in place, aims to double the bloc's share of global chip production by 2030. Similar initiatives are underway for rare earths and hydrogen.

"This is about building resilience, not just retaliation," said Thierry Breton, the EU's internal market commissioner. "We need to create a genuine European industrial policy that reduces dependencies and fosters innovation."

Diplomatic channels remain open, however. EU foreign policy chief Josep Borrell has called for a "de-risking" rather than a "decoupling" from China, a phrase that has gained traction in Brussels. The hope is that targeted measures can protect European interests without triggering a full-scale economic confrontation.

As the situation evolves, European capitals are watching closely. The outcome of this trade dispute could reshape the continent's economic landscape for years to come, influencing everything from energy prices to the future of the green transition.
