Time Out has released its annual ranking of the world's best cities for Generation Z, and the results show a strong European presence. Half of the top 20 cities are in Europe, with Tokyo taking the top spot overall.
The ranking is based on a survey of 4,000 residents aged 18 to 29 across 150 cities worldwide. Respondents rated their overall happiness, the quality and affordability of restaurants, nightlife and entertainment, walkability, sense of community, and how easy it is to make new friends.
Tokyo topped the list thanks to exceptional scores for happiness and nightlife, although only a third of young respondents considered a night out affordable. The Japanese capital's unique blend of tradition and cutting-edge culture continues to attract young people from across the globe.
Porto, Portugal's second city, came in second place. Its strong sense of community and affordable dining, drinks, and cultural activities were key factors. Every Gen Z respondent described Porto as beautiful, a sentiment that aligns with its growing reputation as a second city worth visiting.
Melbourne secured third place, with 97% of respondents praising its vibrant culture scene—independent theatre, live music, comedy, and improv shows are available almost every night. The city's restaurant scene also scored well, though affordability remains a concern.
Edinburgh was the UK's highest-rated city, beating London to fourth place. The Scottish capital's abundance of green spaces, nightlife, and cultural programmes—particularly the Edinburgh International Festival, which offers discounted tickets for under-30s—helped it stand out. Notably, 90% of respondents said they were happier living in Edinburgh than anywhere else they had lived.
Shanghai rounded out the top five, with 76% of Gen Z respondents saying it was easy to meet new people and make friends. Time Out described the Chinese city as a sociable and comparatively affordable place where young people can access nightlife, culture, and a growing range of third spaces.
European cities dominate the top 20
Beyond the top five, several other European cities made the list. Copenhagen, Berlin, Valencia, Naples, Kraków, Paris, Athens, and Vienna all feature, reflecting the continent's diverse appeal for young people. These cities offer a mix of affordability, culture, and community that resonates with Gen Z.
The ranking also highlights broader trends. For instance, European cities dominate global street food rankings, and this year's Gen Z list reinforces the continent's strength in food and culture. Meanwhile, London leads European cities for tourist welcome, though it didn't crack the top 20 for Gen Z.
For young Europeans, the results offer a roadmap of cities that combine opportunity with quality of life. Whether it's the community spirit of Porto, the cultural richness of Edinburgh, or the affordability of Kraków, the continent continues to provide compelling options for the next generation.
